Define 'fully functional'. There are a lot of functions that rely on the server, such as CL prompting, source verify, and the parts of the outline that rely on retrieving external file definitions. I think syntax check works for the supported languages, and of course the editor functions all work fine. You can definitely write code without ever connecting, and it's better than Notepad for doing it. ;-)
