I just loaded RDi-SOA on my computer and have been able to use screen
designer; but I did notice that it doesn't seem to have any webfacing
functionality. Do we still need to use CODE Designer or the LPEX editor
(which makes it fun) when using webfacing?

What version are you at, Brandon? Have you applied the updates? My
version shows screens just fine, as does the preview page. Have you
tried a very simple screen - no conditioned fields, no subfiles, etc. -
just to see what happens?
