Okay, had to add the zip file as an archive site. No matter what folder I tried it gave a message that "selected location did not contain an update site. Please select another location."
When I used archive site it went through the motions and then said no updates found.
How do I tell if it was installed?

After you download the zip file, unzip it into a directory on your drive ... then add that directory as a new 'local site'.
The plug-in should be found then.
