Thanks for the port number. Yes the debug server is started. You can't
even set an SEP with the server not started. This may fall into IBM does
not support WDSC on Vista only RDI. It looks like PC's firewall is not
started, which means it would be at a network level and that was never a
problem before. As I said who knows what the PC types are changing on me.
Luckily I was able to find my program bug the old way, reading thru lines
in the offending section looking for dumb mistakes.

The SEP debugger uses port 3825.... Also, are you sure you have started
the debug server?

WDSC supplies it's own JVM, so I don't think this is a problem.
