WDSC 7 required you to install RBDe, the Rational Business Developer extensions. That product had a 30-day trial, if I remember correctly. When did you install it?

If you inadvertantly activated the key without intending to use it, you may need to talk to someone at IBM to see about an extension. Or you can go get the standalone RBD 7.1 for testing.
