Not natively, but Zend has a Zend Studio offering that I think is free
for
System I customers if it's ordered through IBM.

Alternatively, you could download PDT (PHP Development Toolkit) from the
Eclipse website and plug it into WDSC. It was co-developed by IBM and
Zend. The latest versions might require a newer version of Eclipse,
though.
