This might sound like a strange question, but is your file program
described? Sometimes I feel like I'm the last RPG programmer in the
world using program described files, complete with MR. Anyway, my
program described files show the behaviour you note.
I have noted a few oddities with the outline view which have not really
helped me adopt it. I still use the compiler cross reference listing.
Anyway, here are some things to try:
1) Clear your caches (there are 2) See the Wiki [1]
2) Restart your workbench
3) Refresh the outline view [2]

[2] Click the icon that looks like two yellow arrows pointing to each
other. It's in the outline view header, at the right. If your focus is
in the editor view, Ctrl-Shift-F5 will also work.
