Trust me - after 12 years with IBM I fully understand your difficulties.
At least your company has one lib per application. I've worked with
one big customer where at one time everything was in one library. An
extension of your "... ain't broke ..." syndrome was at work there.
When they had an S/38 they only had one application - then they added
another and another and another and ...
