I write each new RPG program in free-form ILE, and I use a lot of Java
for batches, but I can't migrate thousands of OPM programs for free.
I'm not trying to be silly, but why not? Converting RPG/400 programs to ILE is simply a matter of running CVTRPGSRC. You will then have ILE - not pretty ILE, but ILE nonetheless. And now you don't need the OPM compiler. CL to CLLE is even easier, just change the type.

Finally, everything will be ILE and/or web-based, but it will take a lot
of time.

Yes, there are a few things you have to consider, but moving to ILE is not that difficult. And frankly, that's why you're a consultant - to make sure those kinds of things get done. If you want to run all the old tools on your machine, you will have to pay a little more. That's the price of doing business.
