Windows/Customize Perspective...

Click on the Commands tab, and you'll see a whole set of "Available command gruops" on the left. Each of those groups adds (Eclipse term is "contributes") one or more menubar and/or toolbar options. Click on one to see what it contributes. The checkmark allows you to enable or disable each one individually. So, the long and short of it is that you can disable certain command groups, and this will remove the associate menu option AND toolbar.

I don't know anything more granular than that.
