Well ... you might need compiliers to build source code you've gotten from someone else - a contractor, a vendor or an open-source project. You can still create source without development tools - you just have to decide if it is worth your time (and pain). Of course, those are definitely corner cases.

Are the per user seats for defined users or as in I can have 4 people using it at a time, any 4. That will be an interesting thing to know. Since the new web query is for defined users.

The way I read it, the announcement suggested that each developer should have a licence. If there are two people who both do some development and some other tasks, they would both need a license, even if they share one copy of RDi.

I also liked the option to installing WDSC on my work pc and my laptop at no extra charge. Then when I'm away I can still connect in to get stuff done if needed. I may be wrong , but now it sounds like that will cost me an extra seat,

The way I read it, I think you'd be okay. Of course I am not a lawyer.
