The WDSC V7.0 announcement explicitly says:
"Effective March 16, 2007, V5R3 and V5R4 5722-WDS customers, who have acquired the program previously and who have a current System i™ Software Maintenance or Software Subscription contract, use the 2658 no-charge feature number to order the entitled V7.0 workstation tools."

I don't see anything like that in the announcement you linked. Seems like cause for concern to me.
