Buck's post reminded me. OPM SQL RPG creates the event file if you have option(*lstdbg) specified. Try that with the Cobol compiler and see if it works.

CRTSQLRPG PGM(&O/&N) SRCFILE(&L/&F) SRCMBR(&N) REPLACE(&R)
OPTION(*LSTDBG) /* OPTION(*EVENTF) */

Right click the member, Compile, Work with compile commands
