Some colleagues of mine have the following question as they are

in using the feature pack but we are restricted to working with the basic
WDSC (cost to customers, etc.) .
If you need a quick web service prototyping kit while waiting for the
above I have personally been happy with MyEclipse which provide basic
support for creating the web service scaffolding to a given Java method,
and which can be developed and deployed under MANY web containers
including Tomcat.
I have played with the corresponding WSDCi non-AE features (before
7.0.0.4 though) and it is not as easy (for me) to prototype stuff in.
Just a thought
