Sounds like you took the default for workspace location in Documents and
Settings and your network people set up your roaming profile to include
it.
My suggestion would be to create a new workspace outside Documents and
Settings, export/import everything from your old workspace, and then
delete it. You don't really need to pick up your workspace when you
roam to a different computer, do you? Even if it worked, it would just
waste time on every shutdown and startup as all the changed files got
copied between your PC and the roaming profile server. Hopefully, once
you get that stuff out of the way, your roaming profile synchronization
will start working again.
