For a while you could download it, both as a PTF and through the IBM
website. I think the PTF availability was cancelled, but you might still
be able to get it from the website if you are willing to jump thorough
some hoops to get an account. Search the archives for the month that V7
was made available (March 2007 IIRC) for discussion of the details of
getting WDSC electronically.

We were lucky enough to get the PTFs during the day or two that they were
available. It was _really_ nice not to have to wait for disks to be
shipped.
