What editor are you loading it into?
Note that I have had instances where the WDSC XML editor needed to be closed
and re-opened to recognize changes.

I tried that ... I extracted the pcml.dtd from WDSC's JT400.jar, placed it
in my project, added '<!DOCTYPE pcml SYSTEM
"C:\implementer-sb\Server\pcml.dtd">' to the pcml file, but it still didn't
complain when there was an error.
