This syntax will work for command and CL module sources.

This is also a more faithful reformatting of

label: qual ...

give that the current formatting alters the source, creating two statements
out of one. That could be called a bug in the put-label-above-line
formatting option.

I have autoformat on for CL - and I have it set to put the label
above the command. This works nicely for me in CLP or CLLE, but it
causes a problem with CMD source - the CMD compiler will fail if the
label is not on the same line, say, as a QUAL or PMTCTL - anything
that requires a label for reference in, say, a PARM.

The same formatting rules are used for both CL and CMD, as well as
bindery source, I believe, as they are all really CL commands. This
does not affect CL at all - only CMD's, because, apparently, that
compiler behaves differently - maybe the compiler needs to be fixed!!

So my hope is that the autoformat can be changed not to put the label
above the command in CMD source type - no matter what the setting is.
