WebServices with Opaque Data

How is everyone sending opaque data via web services?

For example, if you need to send a JPEG file or a PDF file in a SOAP
message, how are you doing it?

Do you use Soap with Attachments (SwA)? WS-Attachments using DIME? Base
64 Encoding? Message Transmission Optimaztion Mechanism (MTOM)?

Something else?

I have the need to have someone send me PDF documents via a web service and
I'm trying to figure out the best way to do that.
