Actually, after I sent my question I found the real reason. I had the member open for browse, which is why it couldn't do the in-place conversion. I have to change my working methods to copy the code into the member I'm working with first and then convert it. However, it would be nice if it indicated why it can't convert the code, for either the reason that you give below or because the member is open for browse rather than edit.

Unlike CODE, in Remote Systems LPEX Editor, when you convert, it is done in
place in your member. No new file is opened.
I would note that the conversion provided (in both editor) only performs
conversion which provides truly equivalent code. In some cases, exact
conversion is not possible, and so no conversion occurs.
This sounds like it might have been the case here - although it would have
been nicer if the message issued indicated that the conversion was not able
to convert any lines. I have opened a requirement to address this.
