The RSE Extensions have been modified to be compatible with WDSc 7.0 or
other Eclipse 3.2-based IDEs.
1. Modifications have been made to support WDSC v7.0
2. Lock on files during a compare with no differences has been addressed
3. Installer has been modified to show a readme file that provides
directions on how to get WDSC v7.0 to recognize the plugins

**Note: If the installer detects WDSc 6.x on the system the readme file
will not be displayed. Some users may have versions 6.x and 7.0 installed.
