There is an APAR for this problem with WHEN statements. It is SE28383.

Using WDSCi 7.0.0.1
Within my BEGSR/ENDSR I have a SELECT with 3 WHEN stmts. I position the
cursor at the BEGSR stmt and press Ctl-Shift-O. An outline starts at the
BEGSR stmt and finishes at the ENDSR stmt. That's fine. A block is also
outlined starting at the SELECT stmt and finishing at the ENDSL stmt.
That's fine. But then a block starts at the first WHEN stmt and finishes
at the next WHEN stmt. And no more nested blocks. Am I misunderstanding
the purpose of this action? Thanks.
