Error installing 7.0

I have run into an error installing WDSC 7.0 standard edition from a network 
drive.  I didn't find anything that sounded like this in the archives and 
haven't been able to find a support link in the documentation that will let me 
post a question.  I did find a searchable IBM site but it didn't turn anything 
up.  If anyone has experienced this and has a resolution, or can point me to a 
support site I can post to that would be great.

Error I'm seeing:
"Error installing IBM® WebSphere® Development Studio Client for iSeries® 
  Error during "install" phase:
    Artifact 'zip base.v61.stub.api 6.1.0.20061006' not found in C:\Program 
Files\IBM\SDP70Shared."

From the log file:

Error installing IBM® WebSphere® Development Studio Client for iSeries®
Error during "install" phase:
Artifact 'zip base.v61.stub.api 6.1.0.20061006' not found in C:\Program 
file\IBM\SDP70Shared.

The source for all three log entries is
