I believe it depends on what country you are in for the U.S.A. you can 
look at:

Basically it is 1-800-IBM-SERV 

There is a Web site for opening PMRs yourself as well I think but I don't 
know it off the top of my head but using Google I found this 
http://www-306.ibm.com/software/support/probsub.html which I think will 
get you to what you want.

I am sure that others more knowledgeable in the service mechanism will 
provide more definitive information

This may be a dumb Q.

Someone earlier mentioned that following these newsgroups/forums is no
substitute for IBM support.

How does one contact IBM support for WDSc?  Web site and/or phone# would
be appreciated.

I've used this for a while, and sometimes I still get stuck because I
don't know how to do something.
