When you run make, it figures out what source has changed and re-compiles the minimum number of things to get the changed source into the object.
In this context, it means a utility that will create your iSeries program, display files and so on from source. All of them at once. The idea being that a utility won't accidentally forget to compile one program out of a list of 20.
