I will give you a little hint I figured out after adding that 'A' filter and getting really frustrated by repeatedly selecting Move Up to get it to the top. Instead, select (Click and Shift-Click) all filters that are above but should be below the new one, then right click and choose Move Down. Voila, your new filter is now above the others! Drag and drop would be better, but this method sure beats the original way I did it.
