Well, [Right-click->Open new view] isn't a true split screen, but it is
certainly good enough. What makes a true split screen? Yet another option is to do Window->New Window, then make a perspective that shows only the editor and outline view for the new window. Now detach (by dragging it outside its window) the Outline views and overlap them. The rejig the sizes of your windows and the placement of the outline views to your liking. This is more useful if you have two monitors, or one very large monitor, as space could get tight. It could also be a big pain to do this frequently, but I think you mentioned earlier that it would come in really handy in certain unusual cases.
