You could do that using Service Entry Point. Right click on the program/service program in RSE, and choose Debug (Service Entry) -> Set Service Entry Point. After the service entry point is set, it should be in the Service Entry Point view. Right click on it in the Service entry point view, and choose Modify. You could modify the user id of the service entry point to that particular user. When that user runs that program/service program, a debug session will come up with the program under debug. But there are some authorities you need to have in order to do it. I believe you need to have *SERVICE authority, and need to have *USE authority to that user's profile + the necessary authority for debugging.
