Running in QSYSWRK
It's locking some files in   
/QIBM/UserData/Eclipse/workspace/.metadata/.applicationlock 
and caused a halt in SAV cmd

Just did release upgrade from V5R3 to V5R4 and 1st save where system not in 
restricted state
has halted.
