Help with Using CTRL + SPACE for text assist for free-form RPG

I am unable to get the text assist to work for free-form RPG.   When I 
press CTRL + SPACE, nothing happens!   Another user at my company is able 
to get the text assist to work.    Is there a setting or preference that 
controls this feature for free-form?
