When I looked in "Manage Configuration", I did notice that a lot of 
features seem to be missing.

Complete shot in the dark here - could this be an episode of "When 
Capabilities attack?"  Check Window->Preferences->Workbench->Capabilities, 

and see if the Web related stuff is enabled.  Long shot, but if it even 
has a small chance of saving a reinstall it's probably worth checking out.
