Hi Sean,

You are right:
When Remote Systems LPEX Editor/RSE detects insufficient authority to edit,
the user is prompted as to whether he or she would like the file opened in
browse mode.

Now that you mention it, I remembered that it does pop up if you don't
have authority.  You can then click Yes to open in browse mode.
