That is the app server just trying to encode special characters so that they are correct. Now, does this mean that you have an ampersand (&) and a space in the context name? We are running some proxies for IE thing; would it be any reason close enough to cause problem to the test
server? You should not need to be using any sort of proxy to get to a WF app running in the test environment. If the proxy is for accessing internet stuff outside your local environment maybe it gets confused when trying to access your local machine? I don't really know for sure but I'd try turning it off for now and see how it goes. Or you might try using your local machine name instead of "localhost".
