Isn't it modal?  Doesn't it put the new procedure where the cursor is? 
Although I think the newer wizard does stick the prototype at the top of 
the source where prototypes belong instead of immediately prior to the 
procedure.

But, yeah, modal rather bugs me too.  I see this a lot in GUI 
applications.  Like when I am registering new users in Domino and I want 
to go look something up in the address book.
