I reported that outline refresh was OK too. Since I hadn't tried a verify in a long time, I took a program and tried it today. Program has 951 statements, uses 5 files. I copied to another library before opening so there was no outline. Alternated V,C,V,C,V,C. Compiles averaged 4-5 secs, verifies 18-20 secs. Refreshed outline, took 18 secs. Repeated: Alternated V,C,V,C,V,C. Compiles still avg 4-5 secs, verifies 18-20 secs. Refreshed outline again, still took 18 secs. I never use verify because compiling is faster. For me.
