New file definition not showing up in Outline

I have a session.  The session sets the library list by calling a program to
set the library list.

I bring in a source member, refresh the outline and everything works great.
I then create a NEW file, and attempt to add the F-spec to the program.  I
consistently get "External definition not found".

I manually did the "cache definition" from RSE.  I also set the "refresh
cache" option on iSeries Program Verifiers preference.  It still doesn't
recognize the new file.  I even exited the IDE and restarted it.  No luck.
