I have not used this technique, so have not seen the instruction, but I do know that policy files are URL's. So if the file is on your hard drive, be sure you are using a file:// URL and not just a path. A week or two ago I posted instructions on how to maintain your own internal update site. This has worked well for me. The downside to it is that there is no good way to do it without having to re-download all of the updates you already have in place.
