Yes, you need to install Code Designer in order to design screens and reports in a graphical environment. This feature has not yet been incorporated into WDSc. Without code installed, the only thing you can do is edit the DDS with LPEX. After you install Code, right click on a dds source select "Open With" and Code Designer will be one of the choices.
