Could you please attach it to QUSRWRK instead, and try again?  Thanks.

This is a known problem.  We expected this job in QUSRWRK.  That is why you
got the debug server not started message.  This is going to be fixed in
next fix pack of WDSC 6.0.

QSYSWRK. It was submitted in a jobq that wasn't attached to any subsystem.
So I attached it to QSYSWRK.
