First Webfacing project - question on the test environment

I am doing my first webfacing project, and have a question about the Test 
Environment within WDSC. I have taken my 3 DDS programs and created a project 
called FireOTList.  I have done the Convert option and gotten a couple of 
warnings but no errors. I went to run on server, created a new server called 
Test to be type Test Environment, and ran it.  The console went through its 
list, and displayed the following message:

    Server server1 open for e-business

Then, WDSC starts a new window, with http://localhost:9080/FireOTList/ in the 
address window, but the following error comes up:
    
    Error:  Connection to "127.0.0.1" failed: connection refused.  Error 
detected by WinRoute Pro-Proxy

Any advise or suggestions for what I am doing wrong?
