Thanks Phil, I managed to get the updater working by applying an update from
the web site.

Double checked where that file exists on my pc, and it is in a different
location than you posted.  Mine is in:

C:\Program Files\IBM\Rational\SDP\6.0\updater\eclipse\configuration
