Authority required for WDSCI?

Hello all,

A little while ago I sent an email stating that I was getting an "External 
Command Exception" error for the editor and someone mentioned that it was 
because I did not have enough authority to my PC. Can someone explain 
exactly what I need and why, so I can pass it on to our network folks? 
They "temporarily" gave me the access, but now they've taken it away and 
it's taking 10-15 minutes to log into the network and as soon as I get in, 
I get the error. It's kind of frustrating.
