I have also had this issue since somewhere around 5.1. I actually switched over to project view for new devel just to make it go away. I only use RSE proper when I am maintaining. When I "Refresh" the filter, the view is corrected, but it only lasts until WDSC is shut down. The next time it's started, the same old phantom members show up again.
