It sounds like a problem we encountered before.  Could you please apply PTF
SI18282 to see if it fix the problem?  Thanks.

We recently upgraded two of our machines to V5R3, and ever since then on
when I try to debug a RPG program I get a "Error:(316) Communications
Failure". I am able to debug a CL just fine.  I have tried it on both
5.1.2.4 and 5.1.2.5, and I also tried creating a new workspace and it had
no effect.

Any Suggestions?
