Problem with User Action Keys

We have one programmer in our shop having problems with the user action keys. 
Here is his description:

When in WDSCi looking at code my User Action keys for filter and Show all will 
not function, however, if I have two or three different source codes open it 
will work on one of the other source codes. This will also happen with the Ctrl 
F keys while trying to pull up the find/replaces option. 

None of the other programmers have reported similar problems, and I am not 
having the same problems myself. The programmer experiencing the problems is 
using WDSCi 5.1.2.

Any ideas what's going on or how to resolve it?
