After I stopped and though about it, what I had used was the java "create
class" wizard, which copies an existing template replacing embeded
variables with the information entered in the wizard. The templates are
editable through the preferences menu, specifically "To change the template
for this generated file go to
 * Window>Preferences>Java>Code Generation>Code and Comment". 
Our standard for main procedures and subprocedures include 70 lines of
"style" comments, see attachments. 
I would really like to see the java wizard style used, in this case, within
the RPGLE editor. It would be nice to have templates for other source types
also, or the capability to create/execute your own. I looked into creating
my own plugin to do this, but with the limited time I have to spend
playing, I haven't gotten very far.
