If your library list is determined by the IP address of the job, you might 
find my (freeware) RTVIPADDR utility of use.

It's hosted by Leif Guldbrand over at http://www.think400.dk/downloads.htm

We use it in a client-server situation where we want certain parameters to 
be different depending on where the user logs in from.

It's close.  I can use something like this to get compiles to hit the
correct job queue (one attached to our test SBS) but it doesn't get the 
test
library above everything the way I can get an IP connected 5250 to do.
