Have you ever used the multiple editable views feature in CODE/400 or another 
editor?  It is VASTLY better than 'jumping around between procedures'.  I've 
been using that functionality in CODE and in flex/Edit before it for over a 
decade now.  I've looked at the WDSC outline and it's pretty neat, much more 
elegant than the corresponding features in CODE, but it's not THAT much better 
for navigation than they are and the value of multiple views is much greater 
than the difference between them.
