It sounds to me like you don't have authority.  If you don't see the
RCHEVA1 library when your filter is "SCHEMA NOT LIKE QSYS%" then you're
also not going to see it any other way.  For fun, can you give public
authority *ALL to RCHEVA1 and at least one of the files in it and see
what happens?
