This is really a topic for the RPG400 list but ....

You cannot simply convert ADD, SUB, etc. because the behavior is different
to the EVAL type operations.  Major difference in ADD is that overflow will
be ignored by ADD and blow-up on EVAL.

If you look at the commercial conversion tools like Linoma's they offer the
option to convert this type of operation, but it is option because of the
behavioral differences it can cause.  IBM are offering a  simple tool that
is really intended to convert small pieces of code rather than a full
program and they want to keep it at the lowest level.  The only
reengineering it does it with indicators used on I/O operations.  Even then
it still uses the original *IN indicator.
